Open Internet

In Uganda, the internet continues to be a powerful enabler of free expression, innovation, and civic engagement. From empowering young entrepreneurs and content creators to amplifying voices in governance and activism, an open and unrestricted internet is essential to the country’s democratic and economic development. However, growing concerns around internet shutdowns, content censorship, and increasing regulatory pressures threaten to limit the freedoms that the digital space affords. At Tech4D, we champion a vision for an open internet that allows all Ugandans to access, create, and share knowledge and services without undue interference or control.

The control of core communication infrastructure by a few telecom and internet service providers—often in close alignment with government directives—poses risks to freedom of expression and access to information. During elections or political unrest, Uganda has witnessed internet blackouts and social media restrictions, which not only silence voices but also disrupt businesses, education, and essential services. These actions highlight the urgent need for clear, transparent, and rights-based digital governance policies that prevent the abuse of infrastructure control to limit access or suppress dissent.

Tech4D works with legislators, industry stakeholders, and civil society to advocate for internet policies that uphold the rights of users while fostering healthy competition in the digital ecosystem. We push for balanced frameworks where no single actor—whether state or corporate—can unilaterally restrict innovation or expression. Our goal is to ensure that the internet in Uganda remains an inclusive, democratic, and innovative platform, accessible to all citizens regardless of their economic or political standing.
