In Uganda, the growing integration of data-driven technologies in both public and private sectors has sparked urgent conversations about personal data protection, privacy, and digital rights. From national biometric ID systems and digital tax platforms to mobile banking and social media platforms, Ugandans are increasingly aware of the risks associated with unchecked data collection, surveillance, and misuse. As more citizens demand transparency and accountability in how their information is handled, it is imperative to craft data governance frameworks that center the rights of individuals and protect them from exploitation and harm.

TECH4D is taking the lead in advancing the conversation around privacy, data, and society in Uganda. We are working to shape robust, rights-based policies that respond to the realities of Uganda’s digital environment while aligning with international best practices. Whether advocating for stronger data protection legislation, providing guidance on ethical AI deployment, or training policymakers and communities on data rights, TECH4D is building the foundation for a future where people—not systems—remain at the center of technology governance.

From the use of student data in education technologies to the deployment of facial recognition tools in public spaces, our work addresses the most pressing privacy challenges of the digital age. We call for clear limits on the use of sensitive data, greater transparency from institutions that collect it, and legal mechanisms that give individuals more control over their personal information. TECH4D is not only responding to today’s challenges—we are actively shaping a rights-respecting digital future for all Ugandans.
